74. IGA WITH CITY OF SURPRISE FOR HOMELESSNESS PROGRAM Approve a financial Intergovernmental Agreement (IGA) between the City of Surprise (“Subrecipient”) and Maricopa County (“County”), administered by its Human Services Department. The purpose of the Agreement is to expand homelessness services in the Surprise area. The Subrecipient shall implement a Homeless Services Administrator and shelter operations to manage all aspects of the City’s homeless priorities. The primary goal is to use IHELP Services to assist individuals and families find permanent housing and case management services. The County shall provide the Subrecipient with a total of $850,000 in funding for activities. The funds provided are $600,000 in American Rescue Plan Act (ARPA) Funds under the Assistance Listing Number 21.027 and $250,000 in County General Funds. The Agreement is retroactive and effective beginning August 1, 2023, through September 30, 2026. Also request authorization for the Chairman of the Board of Supervisors to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 5.0 (Administrative Change Orders). 73. AMENDMENT TO IGA WITH CITY OF SURPRISE FOR HOMELESS SERVICES Approve financial Amendment No. 1 to the Agreement between the City of Surprise (Subrecipient) and Maricopa County (County) administered by its Human Services Department. The purpose of the Agreement is to expand homelessness services in the Surprise area. The Subrecipient will implement a Homeless Services Administrator and provide shelter operations to manage all aspects of the City’s homeless priorities; to assist individuals and families find permanent housing and case management services. The County provided the Subrecipient with $850,000 in funding for activities, $600,000 in American Rescue Plan Act (ARPA) Funds granted to the County from the U.S. Treasury under the Assistance Listing Number 21.027 and $250,000 in County General Funds. The term of this Agreement is from August 1, 2023, through September 30, 2026. The purpose of this Amendment No. 1 is to address the following: A. The Agreement total funding shall increase by an amount not to exceed $300,000 with planned funding sources including but not limited to $200,000 in American Rescue Plan Act Coronavirus State and Local Fiscal Recovery Fund (ARPA-SLFRF) funds under ALN 21.027 and $100,000 from Northwest Valley jurisdictions. B. Revise the total Agreement amount on Page 1 to $1,150,000. C. Add Federal Award Identification Number (FAIN) and Award Date to Page 1 of the Agreement. D. Revise Paragraph 2.0 Purpose in the Agreement to expand homeless services in Surprise and the Northwest Valley region through the West Valley Housing Assistance Center (WVHAC) in the City of Surprise. E. Revise and replace Paragraph 5.0 Administrative change orders F. Revise and replace Paragraph 6.0 funding Invoicing and Payment to reflect a new total agreement funding. G. Revise and replace Paragraph 13.0 Notices to update the parties H. Add Paragraph 57.0 (Budget Adjustments) to the Agreement. I. Revise and replace Exhibit A-Statement of Work to incorporate shelter operations through the West Valley Housing Assistance Center (WVHAC). J. Add Attachment 1: Budget Modification Template.
