61. IGA WITH CITY OF GLENDALE FOR SHELTER INFRASTRUCTURE Approve financial Intergovernmental Agreement between the City of Glendale (“Subrecipient”) and Maricopa County administered by its Human Services Department. The purpose of this Agreement is to address the growing need for shelter infrastructure and services for Veterans and their families who are homeless and at-risk in Maricopa County. The Subrecipient shall, directly or through an eligible subrecipient or developer, expand homeless veteran shelter availability by acquiring land and constructing non-congregate transitional housing, at approximately 6324 NW Grand Avenue, Glendale, AZ 85301. The City’s goal is to develop a minimum of 50 transitional housing units and provide wrap around services to Veterans experiencing homelessness or transitioning out of homelessness. The County shall provide Subrecipient with $3,000,000 in American Rescue Plan Act (ARPA) Funds under the Assistance Listing Number 21.027. The term of this Agreement is from January 1, 2024, through September 30, 2026. Also request authorization for the Chairman to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 5.0 (Administrative Change Orders). 86. AMENDMENT TO IGA WITH CITY OF GLENDALE FOR SHELTER INFRASTRUCTURE Approve non-financial Amendment No. 1 to the Intergovernmental Agreement (Agreement) between the City of Glendale (Subrecipient) and Maricopa County (County) administered by its Human Services Department. The purpose of the Agreement is to address the need for shelter infrastructure and services for Veterans and their families who are homeless and at-risk in Maricopa County. The Subrecipient will expand availability of shelter for veterans who may be homeless. The Subrecipient will construct 50 transitional housing units at 6324 NW Grand Avenue, Glendale, AZ 85301, and provide wrap-around services to residents. The County provided Subrecipient with $3,000,000 in American Rescue Plan Act (ARPA) and State and Local Fiscal Recovery Funds (SLFRF) under the Assistance Listing Number 21.027, provided to the County by the US Department of Treasury. The term of the Agreement is January 1, 2024, through September 30, 2026. The purpose of this Amendment No. 1 is to address the following A. Extend the Agreement expiration date from September 30, 2026, to December 31, 2026. B. Revisions to the Agreement to address the following: 1. Add Federal Award Identification Number (FAIN) and date to the Agreement 2. Amend the term of the Agreement from January 1, 2024, through December 31, 2026. 3. Added required Agreement language 4. Update County Point of Contact 5. Revise Insurance Provisions 6. Revise and Replace the Scope of Work All other terms and conditions of the Agreement remain in full force and effect as executed by the Parties.
