62. IGA WITH KYRENE SCHOOL DISTRICT NO. 28 Approve a non-financial Intergovernmental Agreement (Agreement) with Kyrene School District No. 28 (District) and Maricopa County administered by its Human Services Department Head Start program. The District and County collectively are referred to as the “Parties” and individually as a “Party.” The purpose of this Agreement is to establish the process for collaboration between the Parties to provide services to preschool children, including children with disabilities as defined in A.R.S. § 15-761, ages three years old to kindergarten-eligible five years old, in compliance with federal and state laws and regulations, and in accordance with District policies and the Improving Head Start for School Readiness Act of 2007 (42 U.S.C. §§ 9801, et seq.). Services and activities to be provided under this Agreement shall be conducted by the Maricopa County Head Start Program (“Head Start Program”). The Head Start Program is federally funded by the U.S. Department of Health and Human Services (DHHS)/Administration for Children and Families (ACF), Office of Head Start (OHS). The Agreement term shall be retroactive to July 1, 2023 and terminate on June 30, 2026. Also request authorization for the Chairman to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 7.0 (Administrative Change Orders).
