55. IGA WITH TOWN OF GUADALUPE FOR COMMUNITY DEVELOPMENT BLOCK GRANT ACTIVITIES Approve a financial Intergovernmental Agreement (“Agreement”) between the Town of Guadalupe (“Subrecipient”) and Maricopa County the (“County”) administered by its Human Services Department. The purpose of the Agreement is for the Subrecipient to provide adequate and enhanced lighting to the Town’s neighborhoods by removing existing lighting and replacing with 48 new and higher lighting poles and decreasing the distance between the poles. This will provide a safer well-lit neighborhood, thus achieving the goal of greater safety and security for the residents of the Town of Guadalupe. The project will benefit approximately 755 residents in the Town of Guadalupe. The County will provide the Subrecipient with $493,600 in U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program Year/Fiscal Year 2023/2024 (PY/FY 23/24) funds under Assistance Listing Number (ALN) 14.218. The term of this Agreement is retroactive, beginning February 1, 2024, through January 31, 2026. Also request authorization for the Chairman of the Board of Supervisors to approve and execute Change Orders/Administrative Changes as listed in Section 1 General Provisions, Paragraph 5.0. 95. AMENDMENT TO AGREEMENT WITH TOWN OF GUADALUPE FOR COMMUNITY DEVELOPMENT BLOCK GRANT ACTIVITIES (Supervisory District: 5) Approve non-financial Amendment No.1 between the Town of Guadalupe (“Subrecipient”) and Maricopa County the (“County”) administered by its Human Services Department. The purpose of the Agreement is for the Subrecipient to provide adequate and enhanced lighting to the Town’s neighborhoods by removing existing lighting and replacing with 48 new and higher lighting poles and decreasing the distance between the poles. The County provided the Subrecipient with $493,600 in PY2023 U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds. The Agreement term is February 1, 2024, through January 31, 2026. The County and the Subrecipient collectively are referred to as the “Parties.” The above-named Agreement is amended as follows in attached Amendment No. 1 to the Agreement: A. Extend the Agreement Termination Date from January 31, 2026 through January 31, 2027. B. In Section 1 (General Provisions) revise and replace: 1. Paragraph 5.0 (Administrative Change Orders). 2. Paragraph 13.0 (Budget Adjustments), Subparagraph 13.2. 3. Paragraph 27.0 (Insurance), Subparagraph 27.1.1. C. In Section 2 (Special Provisions), revise and replace Paragraph 1.0 (Standards). D. In Section 3 (Work Statement) revise and replace: 1. Paragraph 3.0 (Implementation Schedule). 2. Paragraph 4.0 (Notices). Also request authorization for the Chair of the Board of Supervisors to review and execute Administrative Change Orders/Administrative Changes as amended and listed in Section 1 General Provisions, Paragraph 5.0. All other terms and conditions of the original Agreement shall remain in full force and effect. (C-22-24-078-X-01)
