82. IGA WITH CITY OF GLENDALE FOR SHELTER SERVICES Approve a financial Intergovernmental Agreement (Agreement) between the City of Glendale (“City”) and Maricopa County (“County”), administered by its Human Services Department. The City and the County are collectively referred to herein as the “Parties”. The purpose of this Agreement is to establish a partnership between the City and County to support the West Valley Housing Assistance Center (WVHAC), a subregional shelter that assists and houses unsheltered families who are located within West Valley cities. Regional city partners will work together to support utilizing and sustaining the WHAC for unsheltered families referred there. A subcontracted emergency shelter service provider, under an agreement with the County, is located at WVHAC and assists families and individuals with case management and support services to transition into housing. This agreement will give priority referral status at the WVHAC to Glendale, Peoria, and Surprise. The City shall provide the County with $100,000 for program activities. The Agreement is retroactive to and begins on July 1, 2025, and is effective through June 30, 2026. This agreement may be extended upon acceptance and approval by the Parties. This is a non-reoccurring Agreement that is entered by the Parties through a non-competitive process. Cash, match, or in-kind are not required. The County does not have any obligations after the Agreement term. The services provided under this Agreement are not mandated services but provide a benefit to the residents of Maricopa County by increasing the availability of shelter services to individuals and families experiencing homelessness. The Human Services Department provisional indirect rate for FY2026, approved by the U.S. Department of Health and Human Services, is 24% for salaries and employee related expenses. The Agreement funds are $100,000 of which $0 will be allocated for salaries and ERE, therefore indirect costs are $0 and are not subject to indirect cost recovery.
