46. AGREEMENT WITH EXTREME WEATHER SURVIVORS INC FOR UTILITY ASSISTANCE PROGRAM (Supervisorial District: All) Approve a revenue Agreement between Extreme Weather Survivors (EWS or Grantor) and Maricopa (Contractor or County) County, administered by its Human Services Department Senior Services and Community Resilience Division. The County and the Grantor are collectively referred to herein as the “Parties” and individually as the “Party.” The purpose of this Agreement is to operationalize the Extreme Weather Survivors, Inc. (EWS) Financial Assistance Fund hereby granted to the County in the amount of $15,000, through a structured utility assistance program administered by the Human Services Department’s Senior Services and Community Resilience Division to pay past due utility balances and prevent disconnection during extreme heat or cold events to eligible vulnerable seniors and adults with functional disabilities, thereby reducing risk among Maricopa County low-income seniors and adults with disabilities. The Agreement term shall be effective from July 1, 2026, to June 30, 2027. Cash match or in-kind is not required in the Agreement term. The services provided under this agreement are not a mandated service but provide a benefit to County residents by helping with past due utility balances. The grant funds are a non-recurring award and receipt of the funds from EWS does not require future or ongoing contributions by the County at the end of the Agreement term. This Agreement is issued through a non-competitive process, as the Human Services Department provides services to senior and adult residents that are income eligible. The Human Services Department provisional indirect rate by the U.S. Department of Health and Human Services for FY27 for salaries and employee related expenses is 24%. The total Agreement amount is $15,000 of which $0 is for salaries and employee related expenses. The total estimated indirect costs are $0, with $0 being recoverable, costs will be absorbed by the Human Services Department budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through future budget reconciliation. Acceptance of this Agreement will not impact the County General Fund.
