47. INTERGOVERNMENTAL AGREEMENT WITH TOWN OF GILBERT FOR HOME INVESTMENT PARTNERSHIP ACTIVITIES (Supervisorial District: 1) Approve a financial Intergovernmental Agreement (Agreement) between the Town of Gilbert (Subrecipient) and Maricopa County (County) administered by its Human Services Department. The purpose of this Agreement is to provide the Subrecipient with funding to purchase and rehabilitate two (2) new permanent affordable rental homes in the Town. The Subrecipient and the County shall be referred to as the “Parties”. The County shall provide the Subrecipient with U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) funds under Assistance Listing Number 14.239, comprised of $9,619.00 in Program Year 2024 funds, $308,700.00 in Program Year 2025 funds, and $302,734.00 in Program Year 2026 funds, for total Agreement funding in the amount of $621,053.00. A Subcontractor will utilize the HOME funds for the purchase and to complete minor rehabilitation of two 2- or 3-bedroom homes, to be rented to income-eligible residents in Maricopa County. The term of the Agreement is September 30, 2026, to September 30, 2028. Authorize the Chair of the Board of Supervisors to approve and execute Administrative Change Orders as identified in Section 1 (General Provisions), Paragraph 6.0 (Administrative Change Orders) of the Agreement. Authorize the Chair to sign documents that pertain to the Agreement upon the recommendation of the Human Services Director and Legal Counsel, which may include but are not limited to Promissory Notes, Deeds of Trust, Declarations or other required real estate related documents.
