49. INTERGOVERNMENTAL AGREEMENT WITH TOWN OF YOUNGTOWN FOR COMMUNITY DEVELOPMENT BLOCK GRANT ACTIVITIES (Supervisorial District: 4) Approve a financial Intergovernmental Agreement (Agreement) between the Town of Youngtown (Subrecipient) and Maricopa County the (County) administered by its Human Services Department. The purpose of the Agreement is for the Subrecipient to expand and enhance the Town’s existing library facility through the construction of a 40-foot by 55-foot addition (2,200 square feet in total). The expansion will increase the library's capacity to serve residents and visitors by providing additional meeting and program space, supporting educational and workforce development services, and creating a permanent home for the Youngtown Historical Society. These activities meet the Community Development Community Block Grant (CDBG) Program’s National Objectives as defined in 24 CFR § 570.208. The Subrecipient and the County shall be collectively referred to as the “Parties” and individually as a "Party". The County shall provide the Subrecipient with $385,000 in Program Year 2026 (PY26) U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program funds awarded to the County by the US. Department of Housing and Urban Development (HUD) under federal Assistance Listing Number (ALN) 14.218. The term of this Agreement is effective September 30, 2026, through August 31, 2028. Authorize the Chair of the Board of Supervisors to review and execute Administrative Change Orders as identified in Section 1 (General Provisions), Paragraph 5.0 (Administrative Change Orders) of the Agreement.
