3. CHANGE TO JUSTICE PRECINCTS BOUNDARY LINES Pursuant to A.R.S. § 22-101, approve changes to the justice precincts as shown on the maps on file with the Clerk of the Board of Supervisors and accompanying legal descriptions, incorporated herein by reference. This action of the Board of Supervisors shall become effective on January 2, 2022 for the 2022 elections, and then become effective for purposes of the justice courts’ jurisdiction on January 1, 2023. State law requires the County Board of Supervisors to create or redraw the justice court precinct boundaries in order to reduce the judicial productivity credits for any precinct which exceeds twelve hundred credits. A.R.S. § 22-125(H). Two precincts exceeded this threshold in recent years. Changes made to the precinct boundaries reflected in the proposed maps address this statutory requirement with respect to these two precincts and shift credits out of other precincts approaching this threshold. This was accomplished by shifts into neighboring precincts with lower credits. Litigants, Justices of the Peace, and Constables will benefit from changes that achieve better balance of workloads. In addition to the consensus reached by the Justices of the Peace and Constables, the final boundary lines considered input from virtual public comment meetings and the Elections Department’s Reprecincting website.
