8. CAPITAL FREEZE EXEMPTION AND ADDITION TO VEHICLE FLEET Approve a capital freeze exemption for the purchase of a Crown Victoria vehicle and the one-time addition of the vehicle to the County fleet for the Constables Department. This vehicle will be used in the pilot Constables Warrant Program. It will allow deputy constables to serve civil arrest warrants on defendants who are delinquent in the payment of fines to the Justice Courts. Funding for the pilot program, including this vehicle, is included in the FY 2010-11 budget. This vehicle is a one-time addition to the fleet and will be retired at the end of its useful life with no funding from the General Fund for its replacement. The estimated cost of this vehicle is approximately $28,000. The estimated annual operating cost for this vehicle is expected to be $3,500. Total estimated budget impact for FY2010-11 is $31,500.
