11. TRAINING GRANT FROM CONSTABLE ETHICS, STANDARDS AND TRAINING BOARD FOR ONE ELECTED CONSTABLE FROM MANISTEE PRECINCT TO ATTEND CONFERENCE Approve the application and acceptance of grant funds from CESTB, (CNA20-503), in the not-to-exceed amount of $2,380 for the purpose of attendance at national constable conference. The grant award begins on February 13, 2020 and ends on June 30, 2020. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant allows a 0% rate for indirect costs, or $0 which may be incurred by the Constables or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the Constables' composite indirect cost rate at 11.16%, or $266. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $266. Upon receipt of funds and pursuant to ARS §42-17106(B), approve revenue and expenditure appropriation adjustments to the Constables (D250) General Fund (100) Non-Recurring (NRNP) associated with the grant in the amount of $2,380 for FY 2020. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The grant award is non-recurring and a cash or in-kind match is not applicable. Indirect cost is non-recoverable in the amount of $266. Future ongoing cash contributions are not required after the grant period. The grant award is not a mandated function but provides a benefit to the citizens in allowing continued training for constables. The grant award is non-competitive. Non-recoverable indirect costs of $266 will be absorbed by the constables operating budget. Grant funding will allow one constable to attend conference in New Orleans, LA. (C-25-20-002-G-00)
