23. JUVENILE PROBATION GRANTS FOR FY 2013 Accept the FY 2013 grants and associated revenue for the Juvenile Probation Department (JPD) of the Judicial Branch. The indirect cost rate as of July 2012 is 24.2% as approved by the Department of Finance. Some of the grants for FY 2013 do not allow indirect cost recovery as reflected in the funding agreements. The status of indirect costs for each grant is noted on the attached summary sheet. For FY 2013 JPD has accepted thirteen new awards for Grant Fund revenue of $4,045,658 and carrying over Grant Fund revenue balance of $396,850 on two previously accepted awards. On the new awards, indirect costs on eligible expenditures are estimated to be $976,220 with $11,214 recoverable and $965,006 unrecoverable. Total matching amount is $155,572. In addition, approve an increase to the FY 2013 Juvenile Probation (270) Juvenile Probation Grants Fund (227) Operating (0000) revenue and expenditure appropriation in the amount of $473,386. This increase is necessary because actual grant funding to be received is more than anticipated and budgeted. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and, therefore, expenditures of these revenues are not prohibited by the budget law.
