18. APPLY AND ACCEPT SUBGRANTEE AGREEMENT WITH THE STATE OF ARIZONA, GOVERNOR’S OFFICE FOR CHILDREN, YOUTH AND FAMILIES FOR THE JUVENILE ACCOUNTABILITY BLOCK GRANT Authorize the application and, if awarded, the acceptance of a subgrantee agreement between the State of Arizona, Governor’s Office of Children, Youth, and Families, Grantor, for the Juvenile Accountability Block Grant and the Maricopa County Juvenile Probation department in the not-to-exceed amount of $500,000. Also, authorize the acceptance of local governments’ allocations, in the not-to-exceed amount of $500,000, for use of those funds in a manner that creates combined benefit. The term of the grant will be January 1, 2014 through December 31, 2014. Authorize the Chairman of the Maricopa County Board of Supervisors to sign all agreement documents and the Juvenile Probation department to sign all budget and grant scheduling documents. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation; therefore, expenditures of these revenues are not prohibited by law. The Juvenile Probation department’s indirect rate for FY14 is 25.3%. The grant limits indirect cost recovery to 5%. Full indirect costs are estimated at $120,476.19, of which $23,809.52 are recoverable and $96,666.67 is unrecoverable. The award requires a match of $55,556, which will be funded through the General Fund. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation by Juvenile Probation. (C-27-14-001-2-00)
