24. ADDITION OF PERMANENT VEHICLES TO THE FLEET AND EXEMPTION FROM MARKINGS AND ISSUANCE OF NON-GOVERNMENTAL LICENSE PLATES Approve a permanent addition to the County fleet for four (4) vehicles to be purchased by the Equipment Services Department for use by the Juvenile Probation Department (JPD) for a cost estimated at $120,000. One (1) of these vehicles is a replacement vehicle (vehicle #11436) and the remaining three (3) vehicles are new additions to the fleet. Additional operating costs are estimated to be approximately $5,000 per fiscal year per vehicle totaling $20,000 per fiscal year. The four (4) vehicles and operating costs will be absorbed in the JPD Detention Fund operating budget. In addition, approve an exemption from County markings and issuance of non-governmental license plates per A.R.S. § 38-538.03 for the three (3) new additions to the fleet as these vehicles will be utilized in surveillance operations. Markings are detrimental to the mission. Upon approval of this agenda item and the purchase of these vehicles, vehicle information including year, make, model and vehicle identification number will be provided to the Clerk of Board. Three (3) of the vehicles, as new additions to the fleet, will be assigned to the Juvenile Intensive Probation Supervision Unit (JIPS) and the Juvenile Electronic Technological Surveillance Unit (JETS). Vehicles will be used daily as Probation Officers and Surveillance Officers make daily client contacts in the field. These vehicles will be utilized at the fringes of Maricopa County where officers will have to navigate through dirt and gravel roads and many miles of unpaved roads. The fourth new vehicle is the replacement vehicle that will be utilized by Detention Services as a transport vehicle. Transport obligations would include but not be limited to transport detained minors to and from the Southeast and Durango Detention Facilities, medical appointments, court hearings and other activities as deemed necessary and appropriate.
