15. APPLY AND ACCEPT AMENDMENT TO SUBGRANTEE AGREEMENT WITH THE STATE OF ARIZONA, GOVERNOR’S OFFICE FOR CHILDREN, YOUTH AND FAMILIES FOR THE JUVENILE ACCOUNTABILITY BLOCK GRANT Authorize the application and acceptance of an extension of a subgrantee agreement between the State of Arizona, Governor’s Office of Children, Youth, and Families, Grantor, and the Maricopa County Juvenile Probation Department (JPD) in the not-to-exceed amount of $500,000. Also, authorize the acceptance of local governments’ allocations, in the not-to-exceed amount of $500,000, for use of those funds in a manner that creates combined benefit. Authorize the Chairman of the Maricopa County Board of Supervisors to sign all agreement documents and the Juvenile Probation Department to sign all budget and grant scheduling documents. The term of the grant will be extended from January 1, 2015 through an end date nine months after that of the extension date. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, therefore, expenditures of these revenues are not prohibited by law. The Juvenile Probation department’s indirect rate for the year of origin of this grant, FY14 is 25.3%. The grant limits indirect cost recovery to 5%. The amount of the extension is expected to be $185,216, of which $86,122 is the unspent balance of the previously approved initial allocation, with $99,094 in additional funds. Full indirect costs on the additional amount are estimated at $23,876, of which $4,719 is recoverable and $19,158 is unrecoverable. The award requires a match on the additional amount of $11,010, which will be funded internally by the JPD General Fund. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation by the Juvenile Probation Department. (C-27-15-009-2-00)
