19. FUND BALANCE APPROPRIATION TO SUPPORT TENANT IMPROVEMENT In accordance with A.R.S §42-17106(B), authorize the following transfer of expenditure authority between appropriated funds: 1. Decrease the FY 2019 expenditure authority for the Non Departmental (D470) Non Departmental Grant Fund (249) Non Recurring (NRNP) Contingency in the line “Unassigned Contingency” (4711) by $400,000. 2. Increase the FY 2019 expenditure authority for the Juvenile Probation (D270) Juvenile Probation Special Fee Fund (228) Non Recurring (NRNP) by $400,000. These actions will have a County-wide impact of zero and they do not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The Juvenile Probation Department has identified two projects that require additional funding in order to better meet the needs of juveniles/families and enhance efficiencies. The first project supports the Community Alternatives and Restoration Services (CARES) unit. Currently, the CARES staff are located at four separate locations on the Durango campus. Juvenile Probation management has identified an area within the Durango campus that is large enough to house all CARES staff. The co-location of staff is expected to improve teamwork and enhance service delivery. In addition, youth and families can access the targeted space for training and community service projects, where now we would be using space that is shared with Staff Development. Juvenile Probation requests the appropriation of $200,000 in Fee Fund balance to cover the direct and ancillary expenses associated with this renovation. The second project is a component of long-term IT system enhancements within the Juvenile Probation Department. Juvenile Probation has made great efforts toward migrating from the legacy JOLTS system to the iCIS environment, however migration to iCISng system utilized by other Branch departments has yet to begin. Using iCISng as the system of record allows integration of data from the Courts and also provides users with enhanced data entry and retrieval capabilities. While grant funds from the Administrative Office of the Courts were utilized for the data-mapping portion of this IT project in FY 2018, grant funds for the completing the data mapping project were not available. Juvenile Probation requests the appropriation of an additional $200,000 in Fee Fund balance in order to cover the costs associated with data mapping. (C-27-19-001-2-00)
