41. AMENDMENT TO GRANT FUNDS FROM ARIZONA CRIMINAL JUSTICE COMMISSION FOR THE PAUL COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANTS PROGRAM Approve Amendment No. 1 to a(n) Agreement between Arizona Criminal Justice Commission and Maricopa County through the Office of Medical Examiner in the not-to-exceed amount of $7,575. This amendment is funded by a grant from Arizona Criminal Justice Commission, CV 21-22-002. The purpose of this amendment is to increase the amount of the grant award and revise the grant period. This amendment is effective from April 1, 2022 to December 31, 2022. An extension of the grant through September 30, 2023 can be requested to Arizona Criminal Justice Commission. Approve the Chief Medical Examiner to sign all documents related to an extension. All other terms and conditions of the Agreement remain in full force and effect. The grant award is reoccurring and has been awarded to the department in previous years. The cash or in-kind match is not applicable. Indirect cost is $1,585.45. Future ongoing cash contributions are not required after the grant period. The grant award is not a mandated function but provides a benefit to the citizens by training and educating our Medical Examiners. The grant award is non-competitive. There are no costs that will need to be absorbed by the department’s operating budget. Pursuant to ARS §42-17106(B), Direct the Office of Budget and Finance to increase the Medical Examiner (D290) Medical Examiner Grant Fund (224) Operating (OPER) FY 2023 Revised revenue and expenditure budget by $2,129 at the beginning of FY 2023. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. All other terms and conditions of the Agreement remain in full force and effect. The grant allows a 0% rate for indirect costs, or $0 which may be incurred by the Office of Medical Examiner or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the Office of Medical Examiner's composite indirect cost rate at 20.93%, or $1,585.45. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $1,585.45. (C-29-21-015-X-00-01)
