72. AMENDMENT TO CAPITAL IMPROVEMENT PROGRAM FOR RECONCILIATION AND ADD WHITE TANK NATURE CENTER AND OUTDOOR ASSEMBLY AREA (AMPHITHEATER) In accordance with A.R.S. 42-17106(B), approve the following amendment to the FY 2009-10 Five-Year Capital Improvement Program: 1) In the Non Departmental (470) General Fund County Improvement Fund (445): a) Decrease the Parks System Master Plan (PSMP) FY 2009-10 budget by $43,428 from $43,428 to $0; resulting in a project total budget of $374,666. b) Decrease the Visitor Centers & Amphitheaters (VAMP) FY2009-10 budget by $184,368 from 184,368 to $0; resulting in a project total budget of $7,383,703. c) Authorize and approve a non-recurring fund transfer in the amount $90,000 from the Intergovernmental Capital Projects (422) to the General Fund County Improvement Fund (445). This action is necessary to correctly fund expenditures between the two funds utilized in the Visitor Centers & Amphitheaters Project. d) Per ARS 42-17106(B), approve an increase to the FY 2009-10 Non Departmental (470) General Fund County Improvement Fund (445) Non-Recurring/Non-Project (0001) revenue appropriation of $90,000, and an increase to the FY 2009-10 Non Departmental (470) Intergovernmental Capital Projects (422) Non-Recurring/Non-Project (0001) expenditure appropriation of $90,000, and offsetting expenditure and revenue adjustments in Eliminations (980) Eliminations Fund (900) Non-Recurring/Non-Project (0001). 2) Create a new project in the Intergovernmental Capital Projects (422) titled “White Tank Nature Center/Outdoor Assembly Area” (WTNC) in the amount of $165,000 and increase the expenditure authority in this project in Year 1 and authorize the Parks Department to proceed with this project. a) Authorize and approve a non-recurring fund transfer in the amount of $165,000 from the Parks and Recreation (300) Parks Enhancement Fund (241) to the Intergovernmental Capital Projects (422). b) Per ARS 42-17106(B), approve an increase to the FY 2009-10 Non Departmental (470) Intergovernmental Capital Projects (422) Non-Recurring/Non-Project (0001) revenue appropriation of $165,000, and an increase to the FY 2009-10 Parks and Recreation (300) Parks Enhancement Fund (422) Non-Recurring/Non-Project (0001) expenditure appropriation of $165,000, and offsetting expenditure and revenue adjustments in Eliminations (980) Eliminations Fund (900) Non-Recurring/Non-Project (0001). 3) Decrease the Parks and Recreation (300) Parks Enhancement Fund (241) Non-Recurring/Non-Project (0001) expenditure authority by $80,000. 4) Offset these decreases in expenditures authority with an increase in expenditure authority in Non Departmental (470) Grant Fund (249) Non-Recurring/Non-Project (0001) by $232,796. The requested actions are necessary because the actual spending during FY 2007-08 and FY 2008-2009 for the Visitor Center Amphitheater Project was greater than anticipated and the actual spending for the Parks Systems Master Plan was less than anticipated. Both projects are complete. The new White Tank Nature Center/Outdoor Assembly Area is required to fund the Park’s portion of the new Library and Nature Center currently under construction. The net impact to the county is zero. (C-30-10-015-2-00)
