68. AGREEMENT WITH ARIZONA GAME AND FISH DEPARTMENT TO ACCEPT FUNDS FOR WHITE TANK DESERT TORTOISE HABITAT Approve the agreement and acceptance of grant funds from Arizona Game and Fish Department, Grant No. U13006, in the not-to-exceed amount of $7,909. These grant funds are for Construction of a Desert Tortoise enclosed habitat at the White Tank Mountain Regional Park. The grant award begins on date of last signature and ends three years from date of last signature. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant allows a 0% rate for indirect costs. The Maricopa County Department of Finance has calculated the Parks and Recreation Department's composite indirect cost rate at 27.6%. The non-recoverable indirect cost is $2,183. Also, approve revenue and expenditure appropriation adjustments to the Parks and Recreation Department (300) Parks and Recreation Grants Fund (230) Non Recurring Non Project (0001) associated with the grant in the amount of $7,909 for FY 14. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Under authorization of Resolution C30-10-021-3-00, the Parks and Recreation Department applied for Heritage Grant funding administered by Arizona Game and Fish Department. The award is for $7,909.00 and will be used to build a Desert Tortoise Habitat at White Tank Mountain Regional Park. The total cost of the project is estimated at $10,359. Parks and Recreation will provide match in labor from Department 300, Enhancement Fund 241 of $2,450. (C-30-13-031-G-00)
