65. TRANSFER OF EXPENDITURE AUTHORITY-INCREASE SOUVENIR FUND In accordance with A.R.S. 42-17106B, approve and authorize the following: a) The transfer of expenditure authority between the General Government Grants (Fund 249) and the Parks Souvenir Fund (239). This action will require an expenditure appropriation adjustment decreasing the FY 2014 General Government Grants (Fund 249) by $100,000 and increasing the FY 2014 Parks Souvenir Fund (Fund 239) by $100,000. These adjustments will result in a countywide net impact of zero. Approval of this action will allow the Parks Department to purchase an additional $100,000 in souvenir inventory. b) An appropriation adjustment increasing the FY 2014 Parks Souvenir Fund (239) revenue budget by $155,000 to reflect additional revenue, c) An appropriation adjustment increasing the FY 2014 Parks Souvenir Fund expenditure budget by $55,000 to increase the Transfer Out to the Parks Enhancement Fund (241), d) An appropriation adjustment increasing the FY 2014 Parks Enhancement Fund (241) revenue budget by $55,000 for the Transfer In from the Parks Souvenir Fund (239), e) Appropriation adjustments decreasing revenues and expenditures in the Eliminations Fund (980) by $55,000 to offset the fund transfer. These actions will allow for an increase in the transfer of funds at the end of the fiscal year from the Parks Souvenir Fund (239) to the Parks Enhancement Fund (241) in accordance with A.R.S. 11-941 (D). A.R.S. 11-941.B and D provide that a county, through its Board of Supervisors, may establish a county parks publication and souvenir revolving fund consisting of monies received from the sales of county parks oriented services, souvenirs, sundry items or informational publications that are uniquely prepared for use in county parks by the public. Historically the Parks and Recreation Department showed tremendous success in its ability to generate revenue through this fund. The department has encouraged this program and demand is increasing.
