58. PARKS AND RECREATION REQUEST FOR REVIEW OVER BASELINE Per the Board approved FY 2016 Budget Guidelines and Priorities, approve allowing the Office of Management & Budget to review the following requests over baseline: • Expenditure operating authority above baseline in the General Fund (Fund 100). • New funding above baseline in the General Fund (Fund 100) for non-recurring, one-time special projects, major health and safety repairs, upgrades, and new construction. In the General Fund, Parks and Recreation is seeking approval to increase operating expenditure authority in the amount of $325,953. The proposed increase is necessary to provide staffing, supplies, and services at the Hassayampa River Preserve, the first phase in the addition of Vulture Mountain Recreation Area to Maricopa County’s Regional Park System. Maricopa County Parks and Recreation will assume management and operating responsibility for the Preserve in January, 2016. Funding is necessary to provide four (4) staff members (Park Supervisor, Administrative Assistant, Park Maintenance Worker, and Interpretive Ranger), supplies for park operations, and various services such as water, electric, gas, and internet. Parks is also requesting funding above the baseline in the General Fund for non-recurring, one-time critical health and safety repairs and major maintenance projects to park infrastructure totaling $4,977,233. Parks and Recreation is committed to completion of repairs and maintenance for health and safety projects and has budgeted monies in our non-recurring submittal within our special revenue funds (noted above). However, the number of projects and cost involved is greater than our existing fund balances and General Fund assistance is required. Specifically, funding is requested for the following: • $177,633 to complete FY15 projects (already underway) • $504,000 for Phase One development of amenities at Hassayampa River Preserve (Vulture Mountain) including design and engineering needs and an ADA compliant restroom facility (Americans with Disability Act). • $168,000 to continue playground safety repairs at Estrella Mountain Regional Park • $392,000 to continue restroom renovations and repairs at Lake Pleasant Regional Park • $381,200 to design and construct damaged Parks boathouse at Lake Pleasant Regional Park • $806,400 for repairs to asphalt and concrete in parking lots, sidewalks and group areas at White Tank Regional Park, Desert Outdoor Center, and San Tan Mountain Regional Parks. • $1,120,000 to continue ramada renovations and repairs (all parks) • $672,000 to install a new restroom and trailhead at San Tan Mountain Regional Park • $733,600 to install shaded host sites for increased volunteer staffing (multiple parks) • $22,400 for safety lighting at Lake Pleasant Regional Park (North Entry Station) (C-30-15-019-2-00)
