51. SPONSORSHIP AGREEMENT WITH THE NATIONAL ENVIRONMENTAL EDUCATION FOUNDATION (NEEF) Approve and execute a Sponsorship Agreement between Maricopa County for the benefit of Lake Pleasant Regional Park with The National Environmental Education Foundation (NEEF) and accept the awarded Sponsorship in the amount of $2,200. In accordance with A.R.S. §42-17106(B), authorize the following amendments to the FY 2020 budget: approve an appropriation adjustment to Parks and Recreation Department (D300) Parks and Recreation Grant Fund (230), Non-Recurring Non-Project (NRNP), increasing the FY2019-2020 revenue budget by $2,200 and the expenditure budget by $2,200. This is a onetime Sponsorship with no matching funds required and no further contribution required. The Sponsorship is not a mandated function but provides a benefit to the citizens through volunteer opportunities. This is a non-competitive Sponsorship. The indirect cost recovery rate for Parks & Recreation is 31.07%. The unrecoverable indirect cost associated with the funding is estimated to be $683.54. This sponsorship does not allow for indirect cost recovery. These indirect costs will be absorbed in Parks (D300) Enhancement Fund (241). Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The award will be used to facilitate Volunteer opportunities in Maricopa County Parks on National Public Lands Day and beyond. Project period is from September 19, 2019 and ends on February 28, 2020. The funds will be used to purchase gloves, rakes and other equipment for trail clean up and maintenance as well as shoreline clean up in Maricopa County Parks. (C-30-20-006-G-00)
