46. AMENDMENT TO ESTRELLA MOUNTAIN REGIONAL PARK MASTER PLAN TO ADD 18-HOLE GOLF COURSE AND MODIFICATIONS TO MULTIPLE USE TRAILS Approve and execute an Amendment to the Estrella Mountain Regional Park Master Plan (the “Master Plan”) for expansion to the existing Tres Rios Golf facility. The expansion will include a Junior National 18-hole golf course and new clubhouse, which requires re-routing specific sections of existing multiple-use trails (namely the Quail, Baseline, Saddle, and Rainbow Valley trails) at Estrella Mountain Regional Park (“Park”). The reroutes will not decrease the approximate forty-three (43) miles of trails in the park. The Master Plan was first written in 1965, updated in 1988 a nd last updated and approved by the Maricopa Board of Supervisors (the "Board") on June 8, 2016 (C#-30-16-020-P-00). The map of the new Junior National 18-hole golf complex will be added as an Amendment to the Master Plan. The addition of the new faciliti es will use less than one percent (1%) of the 19,800-acre park. At its meeting on November 15, 2022, the Maricopa County Parks and Recreation Advisory Commission voted to recommend that the Board approve this Amendment to the Master Plan.
