29.INCREASE EXPENDITURE BUDGET FOR EMPLOYEE BENEFITS FY2019-2020Approve an increase to the FY 2020 Employee Benefit Trust Fund in the amount of $10,947,861. Expenditures in the Benefits Trust may be increased pursuant to A.R.S. § 11-981 (C), which states that expenditures during the fiscal year from a trust established for the purpose of a self-insurance program are not subject to the provisions of title 42, chapter 17, article 3. 29. INCREASE EXPENDITURE BUDGET FOR EMPLOYEE BENEFITS FY2019-2020 Approve an increase to the FY 2020 Employee Benefit Trust Fund in the amount of $10,947,861. Expenditures in the Benefits Trust may be increased pursuant to A.R.S. § 11-981 (C), which states that expenditures during the fiscal year from a trust established for the purpose of a self-insurance program are not subject to the provisions of title 42, chapter 17, article 3. This action will adjust the Human Resources budget as follows: 1. Increase the revenue and expenditure appropriation in Human Resources (D310) Benefits Trust Fund (685) Operating (OPER) by $10,947,861. 2. Offsetting revenue and expenditure adjustments in the Eliminations (D980) Eliminations Fund (900) Operating (OPER) in the amount of $10,947,861. These actions will have a net zero impact on the overall County budget. The major factors that have contributed to the increase in expenditures over the previously budgeted amount are: 1) A 20% increase in Large Claims in the PPO Plan. 2) A doubling of Out-of-network claims in the PPO Plan; and a 38% increase in Large Claims for all medical plans.
