49. FY 2021 PERFORMANCE-BASED RETENTION PAY PLAN Approve the FY 2021 Maricopa County Performance-Based Retention Pay Plan that uses allocated funding for a one-time lump sum retention payment. The purpose of this discretionary plan is to recognize employees who have contributed to the County’s COVID-19 response, 2020 election efforts, and overall operation of the County to serve its residents during the pandemic. It is designed to address retention and recruitment issues that were created when no salary increases were approved for FY20/21 and will incentivize employees so that they are engaged and continue to provide quality services to Maricopa County residents.
