59. MEDICAL RATES FOR FY 22-23 1. Approve Medical Benefit deduction calculation and frequency change from semi-monthly (24 periods) to bi-weekly (26 periods) effective with the first check in Workday on April 27, 2021 paycheck. The Wellness incentive becomes $30 per pay period. 2. Approve the Medical Benefit rates for active employees for July 1, 2022 through December 31, 2023, as outlined on the attached Exhibit A. Approve up to four benefit free periods during the period from March 1st 2022 to June 30th 2023. 3. Approve any change in the HSA annual contribution limit for 2022-2023 as released by the IRS. County contribution amount remains unchanged ($500 Employee Only / $1,000 Employee and Child or Family) for Plan Years ending December 31, 2022 and December 31, 2023. 4. Approve the continuation of the Wellness Incentive program with minimal changes to Your Choice Activities for incentives awarded in plan year ending December 2024. 5. Approve the Maricopa County Benefits Plan (Thirteenth Amendment and Restatement) document effective July 1, 2022, attached as Exhibits B and C. The plan document governs how employee health and welfare benefits (such as medical, prescription, behavioral health, etc.) are administered. This document supersedes all previous plan documents. New or amended features are shown redlined with tracked changes attached for convenience as Exhibits B and C. The following is a summary of the substantive changes: Thirteenth Amendment - Effective July 1, 2022 • 2.12 (B) – Spell out the definition of Dependent Child • 22.29 – Change the definition of plan year to January 1 – December 31 • Section 6.2 of Appendices A, B, and C – Amend the Flexible Spending Account grace periods to align with the revised definition of the plan year Exhibit A illustrates the employee cost and employer cost to support the medical (including prescription drug and behavioral health) benefits for July 1, 2022 through December 31, 2023.
