66. CAPITAL PROJECT AND OPERATING BUDGET REQUEST 1. Approve the following use of Local Assistance and Tribal Consistency Funds (LATCF) funding consistent with the Board of Supervisors approved priorities, and establish the following project with a total project budget of $8,000,000 a. Early Childhood Education Center for County Employees (ECEC) 2. In accordance with A.R.S. 41-17106(B), approve the following FY 2023 budget adjustments a. Decrease the revenue and expenditure appropriation in the Non Departmental (D470) American Rescue Plan Act Fund (296) Non Recurring (NRNP) budget by $900,000. b. Increase the revenue and expenditure appropriation in the Non Departmental (D470) American Rescue Plan Act Fund (296) Early Child Education Center for County Employees (ECEC) budget by $900,000. 3. Direct the Office of Budget and Finance to include $7,100,000 in the FY 2024 Budget for Year 2 (FY 2024) of the Early Childhood Education Center for County Employees (ECEC) project. 4.Direct the Office of Budget and Finance to set aside $3,500,000 in the General Fund (100) Operating (OPER) “Contingency” budget in FY 2024 to prepare for the operational costs of the Early Childhood Education Center starting in FY 2025. The total LATCF funding Maricopa County is expected to receive is $7,775,912.36, and will be deposited in the American Rescue Plan Act Fund (296). Any remaining expenditures for this project above the revenue received will be funded utilizing other available funding sources. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the Budget Law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-31-23-039-X-00)
