AMENDMENT TO MOU AND ADDENDUM WITH THE SECRETARY OF STATE FOR HELP AMERICA VOTE ACT FUNDS Approve Amendment No. 3 to Memorandum of Understanding (MOU) and Addendum No. 3, between the Board of Supervisors (BOS), and the Secretary of State for Help America Vote Act Funds. This MOU establishes principles and standards for determining costs for Federal awards carried out through grants cost reimbursements contracts, and other agreements with State and local governments.
