12. GRANT FUNDING FROM STATE SUBGRANTS FOR HEALTH AND HUMAN SERVICES FOR VOTING ACCESS FOR INDIVIDUALS WITH DISABILITIES Approve grant funding by Letter of Agreement for the State sub grants for Health and Human Services (HHS) Federal grant program funding to provide voting access for Individuals with Disabilities, administered by the Secretary of State, and authorize the Chairman to approve receipt of any and all such funds awarded. The total amount of the funds requested is $20,203. The grant period will cover the periods July 1, 2011 through June 30, 2014. The departments indirect cost rate is 56.2%, and since the funds are being used to purchase supplies and non-capital equipment, and provide an outreach program to voters, indirect costs ($11,354.09) are unrecoverable. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. This request does not alter the budget constraining the expenditure of the local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. (C-36-12-002-G-00)
