35. APPLICATION AND APPROPRIATION ADJUSTMENT FOR GRANT FUNDING FROM THE USC SCHWARZENEGGER INSTITUTE DEMOCRACY GRANTS FOR VOTING ACCESS AND ELECTION ADMINISTRATION Approve and authorize the Elections Department to submit an application for the USC Schwarzenegger Institute Democracy Grants for Voting Access and Election Administration, and authorize the Chairman to approve the receipt of any and all such funds awarded. In accordance with A.R.S.42-17106(B), approve a revenue and expenditure appropriation adjustment increasing the FY 20-21 Elections Department (210) Elections Grant Fund (248) Non-Recurring Non-Project (NRNP) in the amount of $41,857. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Election offices can use the funds to enhance CY 2020 mandated early voting services the department is required to perform. Due to increases in early ballot demand, Maricopa County is providing attended drive-thru drop boxes at 14 locations throughout the County, primarily located in well-known large Sporting venue parking lots. Voters will be able to return their ballot with confidence with the added benefit of convenience and limited public exposure. All locations will be staffed by a team of bipartisan poll workers who will be donning face masks, face shields, and gloves. The grant does not allow for indirect costs for which the County is eligible. The Maricopa County Elections Department composite indirect cost rate for FY 21 is 68% or $28,463. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $28,463. Non-recoverable indirect costs will be covered by the departmental general fund budget. This grant is non-competitive and does not require a match or on-going cash contributions after the grant period end date. The grant award is nonrecurring and has not been awarded to the department in past years. The total amount of funds requested is $28,463. The grant period will cover the periods November 1, 2020 through November 30, 2020. Maricopa County and the Elections Department are eligible to apply for and receive grant funding through various state agencies. Maricopa County must apply for these funds and the Board of Supervisors must duly authorize the application. (C-36-21-025-X-00)
