34. APPROPRIATION ADJUSTMENT FOR GRANT FUNDING FROM THE OFFICE OF THE STATE TREASURER ARIZONA In accordance with A.R.S. 42-17106(B), approve the following amendments to the FY 2024 budget: Increase the revenue and expenditure authorities for Recorder's Office (D360) Recorder Grants (298) Non Recurring Non Project ( NRNP) budget by $4,053,942. Sec. 129. Appropriation; state treasurer; accuracy; voter registration rolls; fiscal year 2023-202 4. The sum of $6,000,000 is appropriated from the state general fund in fiscal year 2023-2024 to the state treasurer's office for distribution to county recorders offices in counties with a population of more than two hundred thousand persons according to the 2020 United States decennial census. The state treasurer shall allocate monies to the county recorder offices proportionally based on population according to the 2020 United State decennial census. The monies shall be used by county recorders to revi ew the accuracy of the voter registration rolls, including whether any registrations should be canceled pursuant to section 16-165, Arizona Revised Statutes. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitatio n, and therefore expenditure of the revenues is not prohibited by the budget law. These actions will have a county-wide net impact of zero and they do not alter the budget constraining the expenditures of local revenue duly adopted by the Board pursuant to A.R.A 42-17105. The total amount of funds requested is $4,053,941.67. The grant period will cover October 1st, 2023 through September 30th, 2024. The Recorder Department’s indirect rate for FY24 is 22.07%. Total grant indirect costs are estimated to be $894,704.93 and are not recoverable. Nonrecoverable indirect costs will be covered by the departmental general fund budget. This grant does not require a match or on-going cash contributions after the grant period end date. The grant award is nonrecurrin g and has not been awarded to the department in past years.
