A-2. APPLY AND ACCEPT THE IDEA BASIC ENTITLEMENT GRANT Retroactively, approve the application for and the acceptance of $6,832.50 from the Arizona Department of Education (ADE) for the IDEA – Basic Entitlement Grant which provides Special Education Classroom Materials and Services for Sentinel Elementary School District #71. The term of the contract is twelve months that was July 1, 2009, through June 30, 2010. This grant is non-renewable. MCESA’s indirect rate for FY 2009-10 is 21.5 percent. The restricted indirect cost rate allowed by this grant source is 0.00 percent. Recoverable indirect costs are $0. The restricted indirect cost rate unallowable by this grant source is 21.5 percent. Unrecoverable indirect costs on this award are $1,468.99. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. ADE notified agencies that they could use the cash on hand in the form of carry-over in FY 10 very late in the Fiscal Year to which there are no expenditures. The grant was officially awarded to MCESA on July 29th, with the grant period ending on June 30th. The Education Service Agency plans to request the use of the carry-over in FY 11 once it is known if it will be available or if the cash on hand will need to be returned to the State of Arizona.
