10. APPLY AND ACCEPT TITLE I-PART D NEGLECTED OR DELINQUENT LEA GRANT Approve the application for and acceptance of Title I - Part D – Neglected or Delinquent – LEA Grant (11FAADEL-170696-02A) from the Arizona Department of Education in the amount of $275,586.30. The purpose of this grant is to provide prevention and intervention programs for children and youth who are neglected, delinquent, or at-risk. MCESA’s indirect rate for 2011 is 33.6%. The grant does not allow for indirect cost recovery. Unrecoverable indirect costs on this award are $92,597. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-37-11-104-G-00)

18. AMENDMENT TO TITLE I PART D NEGLECTED OR DELINQUENT LEA GRANT Approve Amendment No. 1 to the FY 2010-11 Title I Part D - Neglected or Delinquent LEA Grant (11FAADEL-170696-02A) from the Arizona Department of Education (ADE) increasing the grant award from $275,586.30 to $352,528.85. The purpose of this grant is to provide prevention and intervention programs for children and youth who are neglected, delinquent, or at-risk. The project dates are July 1, 2010 through September 30, 2011. MCESA's indirect cost rate for 2011 is 12.8%. The total indirect costs are calculated at $31,285. Allowable indirect costs are $2,224 and unallowable indirect costs are $29,061. The capital expenditures totaling $105,892 are not subject to indirect cost recovery. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. (C-37-11-104-G-01)
