16. BUDGET RECONCILIATION AND PROJECT INCREASE In accordance with A.R.S. §42-17106(B), authorize the following amendment to the FY 2015 Budget: a) Increase the total project budget for the Transforming Juveniles Through Successful Transitions Pilot Project by $260,027 over the course of the program from $2,787,056 to $3,047,083. The FY2015 budget will remain $1,117,223 as adopted by the Board. b) Approve a fund transfer in the amount of $43,355 from the Small School Fund (669) to the Detention Fund (255). c) Approve a fund transfer in the amount of $216,672 from the General Fund (100) to the Detention Fund (255). d) Increase the expenditure budget for Maricopa County Education Services (370) Small School Fund (669) Non Recurring Non Project (0001) by $43,355 from $72,051 to $115,406. e) Increase the expenditure budget for the Non Departmental (470) General Fund (100) Non Recurring Non Project (0001) in a new line "Transfer to Education Services" (4712) by $216,672. f) Increase the revenue budget for the Maricopa County Education Services (370) Detention Fund (255) Non Recurring Non Project (0001) by $260,027 from $0 to $260,027. g) Increase the revenue budget in Non Departmental (470) General Fund (100) Non Recurring Non Project (0001) in the amount of $216,672 for Forest Fees Revenue. h) The above transactions will be offset with corresponding adjustments to Eliminations (980) Eliminations Fund (900) Non Operating (0001) budget for a net expenditure impact of zero. This action is to allow MCESA to move the purchase of 2 vehicles from the TJST program to the small school service program and reimburse the Detention Fund for their purchase. It will also allow the revenues from the Secure Rural Schools and Community Self Determination Act (SRS Act) to be expended for Education Services. These actions will have a County-wide net expenditure impact of zero and do not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. Total funds appropriated for the Transforming Juvenile Transition Pilot Program in FY 2013 were $2,787,056. To stretch the original funds (2 years, 2 months) to cover a third year with a slower than anticipated implementation, the additional $260,027 will fill the gap and provide services through FY 2014-15. Expenditures for FY 2012-13 and FY 2013-14 were $734,075 and $1,195,785, respectively, totaling $1,929,860. The forecasted expenditures in FY 2013-14 underestimated expenditures by $260,027. This agenda item reconciles the expenditure carry forward amount and increases the 3 year budget by $260,027. (C-37-15-004-2-00)
