22. INTERDEPARTMENTAL AGREEMENT WITH THE MARICOPA COUNTY BOARD OF SUPERVISORS AND EDUCATION SERVICE AGENCY Approve an Interdepartmental Agreement between the Maricopa County Board of Supervisors (BOS) and Maricopa County Education Service Agency (MCESA) for which MCESA will provide youth engagement services through Education Intervention, Education Liaison and Education Capacity Building. In accordance with A.R.S. § 42-17106(B), approve a transfer of expenditure authority increasing the Maricopa County Education Services (370) Detention Fund (255) Non-Recurring (0001) by $838,219 and decreasing Non-Departmental (470) Detention Fund (255) Non-Recurring (0001) TJST contingency line by $838,219. These actions will have a County-wide net impact of zero and they do not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. Also, In accordance with A.R.S. 42-17106(B), Increase the revenue and expenditure budget for the Maricopa County Education Services (370) Grant Fund (715) Non Recurring (0001) budget by $323,997 for FY 2015 Federal Payment Year Secure Rural Schools/Forest Fee. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. These budget adjustments will support the operation of the pilot program for October 1, 2015 – June 30, 2017. (C-37-16-005-M-00)
