18. GRANTS FUNDS FROM ARIZONA COMMUNITY FOUNDATION FOR OPPORTUNITIES FOR YOUTH AND BUDGET ADJUSTMENT Accept a grant from the Arizona Community Foundation for Opportunities for Youth. The purpose of this grant is to provide backbone services, in collaboration with the National Tri-Caucus Board Development Associations. Tri-Caucus will specifically provide direct supervision of the Action Team Coordinators and MCESA will provide program leadership and act as the fiscal agent. The Grant period is from September 1, 2015 to August 30, 2017. In accordance with A.R.S. §42-17106(B), Increase the revenue and expenditure budget for the Maricopa County Education Services (370) Grant Fund (715) Operating (0000) budget by $200,000 for FY 2016. The FY 2017 authority will be completed during the budget development process. MCESA’s indirect rate for 2016 is 8.5%. MCESA's approved indirect cost rate for this grant is 5.0%. The estimated allowable indirect costs are $19,047.62. The estimated unallowable indirect costs are $13,333.33. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-37-16-006-G-00)
