12. IGA WITH GOVERNOR'S OFFICE OF YOUTH, FAITH AND FAMILY FOR YOUTH ENGAGEMENT PROGRAM Approve an Intergovernmental Agreement between the Governor's Office of Youth, Faith and Family and Maricopa County through the Education Service Agency (MCESA) in the amount of $20,000. This IGA is effective from the date of signature through September 30, 2016. This provides funding for MCESA to work with the Chandler School District for a Youth Engagement program in September 2016. The department's indirect cost rate for FY 2016 is 8.5%. The recoverable indirect cost of administering this grant is $1,700; the non-recoverable indirect cost is $0.00. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. This budget request does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award. (C-37-16-016-G-00)

AMENDMENT TO IGA WITH GOVERNOR'S OFFICE OF YOUTH, FAITH AND FAMILY FOR YOUTH ENGAGEMENT PROGRAM Approve Amendment No. 2 of the Intergovernmental Agreement between the Governor's Office of Youth, Faith and Family and Maricopa County through the Education Service Agency (MCESA) increasing the current amount by $20,000 to a total of $40,000. This IGA remains effective from October 1, 2016 to September 30, 2017. This provides funding for MCESA to continue work with the School Districts for a Youth Engagement program. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award. The department's indirect cost rate for FY 2018 is 11.6%. The recoverable indirect cost of administering this grant is $4,157.71; the non-recoverable indirect cost is $0.00. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law.
