17. IGA WITH PHOENIX ELEMENTARY SCHOOL DISTRICT FOR REWARDING EXCELLENCE IN INSTRUCTION Approve the Intergovernmental Agreement (IGA) with Phoenix Elementary for the purpose of defining the responsibilities of partners to carry out the grant activity. This IGA is required based on the funding and stipulations of the grant from United States Department of Education (USDOE). The term of the agreement is October 1, 2017 through December 31, 2021. Phoenix Elementary will join with the Rewarding Excellence in Instruction and Leadership "(REIL)—Extend" alliance to design and implement a sustainable Human Capital Management System (HCMS) with instructional improvement at its core, to ensure that the District’s students will be prepared to graduate career and/or college ready with no exceptions! The Parties agree to cooperate and assist each other in meeting the REIL Program goals because they support education and benefits the District’s students, instruction, leadership, schools and community.
