17. IGA WITH GOVERNOR'S OFFICE OF YOUTH, FAITH AND FAMILY FOR YOUTH ENGAGEMENT PROGRAM Approve an Intergovernmental Agreement between the Governor's Office of Youth, Faith and Family and Maricopa County through the Education Service Agency (MCESA) in the amount of $20,000. This IGA is effective from October 1, 2018, through June 30, 2019. This provides funding for MCSS to work with the Governor's Office for Youth, Faith and Family on a program for 7th graders and their families to stay drug and alcohol free. The department's indirect cost rate for FY 2019 is 9.4%. The recoverable indirect cost of administering this grant is $1,718.46; the non-recoverable indirect cost is $0.00. Grant revenues are not "local revenues" for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by the budget law. This budget request does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The Youth Engagement Program grant award is non-reoccurring. This grant does not require an in-kind match. Indirect costs are fully recoverable. Ongoing cash contributions are also not required. The program is not a mandated function but provides a benefit to the citizens by educating 7th graders on benefits of staying alcohol and drug free. The grant award is competitive. There are no costs that will need to be absorbed by the department’s operating budget. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award.
