29. APPLY FOR AND ACCEPT THE 2023 ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF (ESSER III) GRANT FOR THE JAIL SCHOOL Approve the application for and acceptance of $51,300 from the Elementary and Secondary School Emergency Relief (ESSER) Fund. The ESSER Fund is authorized under Section 18003 of the Education Stabilization Fund per the CARES Act to aid schools in preventing, preparing for, and responding to the coronavirus virus (COVID-19). Funds for this program have been allocated per Section 18003(c) to local educational agencies (LEAs) in the State in proportion to the amount of funds such LEAs received under Title I-A in the most recent fiscal year. Funds for this program have also been allocated per Section 18003(e) to LEAs in the State that did not receive funds under Title I-A in the most recent fiscal year. The term of this grant is March 13, 2020, to September 30, 2024. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant award is a formula grant CFDA 84.425. The cash or in-kind match is not applicable. Ongoing cash contributions are not applicable. The Maricopa County School Superintendent’s Office serves as the fiscal agent for the jail education program. Although MCSSO has an approved fiscal year 2023 indirect cost rate of 0.45 percent, it is not planning to charge indirect costs on this grant. These funds will be a direct benefit to the Jail school within MCSSO. The grant award is non-competitive and an entitlement grant from the federal government. There are no costs that will need to be absorbed by the MCSSO’s operating budget. As a result of this funding and pursuant to A.R.S. §42-17106(B), approve an adjustment to the FY2023 County School Superintendent (D370) Schools Grants Fund (715) Operating (OPER) revenues and expenditures budget in the amount of $51,300. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-37-23-024-X-00)
