13. ACCEPT FY2024 TITLE III GRANT FOR CONSORTIUM SCHOOL DISTRICTS Approve the acceptance of $98,783 in Title III grants for consortium school districts from the Arizona Department of Education (ADE). This is a federal entitlement grant that provides funds to support students who are learning the English language. The Maricopa County School Superintendent’s Office (MCSSO) serves as the fiscal agent for this consortium as the districts, by federal law, must have a consortium when their federal allocation is less than $10,000 a year. There are 15 school districts or charter schools that are part of the Consortium in fiscal year 2024. The term of this grant is for one year, July 1, 2023, to June 30, 2024. The grant awards are reoccurring, do not have an in-kind match requirement during the grant award period, and do not require ongoing cash contributions. This is a federal entitlement grant, and therefore, is non-competitive. MCSSO’s indirect cost rate for fiscal year 2024 is 1.43 percent. However, MCSSO passes all monies through to the Consortium members and does not charge the school districts for indirect costs. There are no costs that will need to be absorbed by the Department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. This action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-37-24-019-X-00)
