44. GRANT FUNDS FROM HEALTH SERVICES AND RESOURCES ADMINISTRATION FOR LIFE-SAVING MEDICAL AND SUPPORT SERVICES FOR PEOPLE LIVING WITH HIV/AIDS Approve the application for, and acceptance of, grant funds from Health Services and Resources Administration (HRSA), (H89HA11478), in an not-to-exceed amount not to exceed $9,557,927 for the purpose of providing lifesaving medical and support services to people living with HIV/AIDS, plus $383,416 additional that the grantor allows for carryover from the previous year, for a total of $9,941,343. The grant award begins on March 1, 2016 and ends on February 28, 2017. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The Employee Benefits and Health Department indirect cost rate is 21.8%, which calculates to $256,604.44 and is applied to items that are not passed through to sub-recipients; the full estimated indirect cost is recoverable from the grant. Grant revenues are not local revenue for the purpose of the constitutional expenditure limitation, and therefore expenditure of these funds is not prohibited by budget laws. The Ryan White Part A program received funds from the Health Services and Resources Administration (HRSA), under Part A of the Ryan White Treatment Modernization Act of 2006, to provide services to people infected with, or affected by HIV/AIDS. The grant provides contracts with HIV and AIDS service organizations which deliver/enhance health related and support services for HIV positive/affected persons. These services include, but are not limited to, case management, counseling, outpatient health services, food and nutrition services, legal services, transportation and cost sharing. Pursuant to federal statue, 85% ($8,124,238) of the grant funds must be passed through to contractors as well as the entire amount of Carryover funding ($383,416). HRSA’s allowable administration includes: 10% of grant award for Administration and Planning Council Support ($955,793); and 5% of grant award for Clinical Quality Management ($477,896). HRSA allows for indirect costs which are included in the 10% allowed for Administration. The Ryan White Part A program serves up to 3,500 People Living with HIV/AIDS in Maricopa and Pinal Counties, and is the “Payer of Last Resort” for their primary medical care. The Ryan White Act requires that funding be provided to the county in each state that has the largest number of people diagnosed with HIV/AIDS living in an eligible metropolitan area. By providing continuity of care, people living with HIV/AIDS maintain a measurable lower viral load and are thus less likely to transmit the virus to other individuals. (C-39-17-001-G-00)
