IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR HIV CARE SERVICES Approve an Intergovernmental Agreement (IGA) between the State of Arizona, Department of Health Services; Ryan White Part B Program (RWPB) and Maricopa County through the Department of Employee Benefits and Health, Ryan White Part A Program (RWPA). The purpose of this Agreement is to allocate funds administered by the RWPB Program to supplement RWPA funding for essential medical and support services for people living with HIV in Maricopa and Pinal Counties. The RWPA Program will provide aggregate data to the RWPB Program which will be used to analyze the impact of this additional funding on health outcomes within the target population. The amount is in the not-to-exceed amount of $3,000,000/year from January 1, 2017 through December 31, 2019. The mission of the Arizona Department of Health Services (ADHS) Office of Disease Integration and Services and the Office of HIV Prevention, Ryan White Part B HIV Care and Services Program is to provide medically necessary health care and support services for low-income individuals with HIV infection who do not have sufficient health care coverage or financial resources for coping with HIV/AIDS. The Maricopa County Ryan White Part A Program provides complementary services to eligible clients residing in Maricopa and Pinal Counties of Arizona. (C-39-17-006-3-00)

AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR HIV CARE SERVICES Approve Amendment No. 1 to an Intergovernmental Agreement between Arizona Department of Health Services (Solar amendment 2) and Maricopa County through the Assistant County Manager – MaryEllen Sheppard. The purpose of this amendment is to modify the contract number from ADHS17-155496 to ADHS18-172583 due to a vendor profile change (includes change of address and method of payment from check to electronic transfer) and attest to the Provision 20 to Section 1.3 related to not boycotting Israel, per State of Arizona’s Intergovernmental Agreement updated standard language. This amendment is non-financial and is effective from January 1, 2017 until December 31, 2021. All other terms and conditions of the Intergovernmental Agreement remain in full force and effect. This Arizona Department of Health Services Amendment does not alter the previously approved not-to-exceed amount of $3,000,000 per year from January 1, 2017 through December 31, 2021. Grant revenues are not local revenues for the purpose of constitutional expenditure limitation, and therefore, expenditure of the funds in not prohibited by the budget laws. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S §42-17105. (C-39-17-006-3-02)
