30. BUDGET ADJUSTMENT FOR TECHNOLOGY PURCHASES Approve a fund transfer of $1,383,047 from the Capital Lease Debt Service Fund (321) to the General Fund (100) by authorizing the following adjustments to the FY 2018 Budget. The purpose of the transfer is to return funds from Fund 321 to the General Fund 100 for purchase of Desktop and Laptops for the DLRP Program that will not be financed. a) Authorize an increase in the expenditure appropriation in the Non Departmental (D470) Capital Lease Debt Service Fund (321) Non Recurring Non Project (NRNP) in the amount of $1,383,047. b) Authorize an increase in revenue authority in the amount of $1,383,047 in Non Departmental (D470) General Fund (100) Non Recurring Non Project (NRNP). c) Authorize offsetting adjustments in revenue and expenditure in Eliminations (D980) Eliminations Fund (900) Non Recurring Non Project (NRNP). This action will have a net zero impact on the overall County budget. Also, pursuant to A.R.S. §42-17106B, authorize the transfer of FY2018 expenditure authority in the amount of $1,383,047 from Non Departmental (D470) Grants Fund (249) Non Recurring Non Project (NRNP) to Non Departmental (D470) General Fund (100) Desktop Laptop Replacement (DLRP) by authorizing the following adjustments. d) Decrease the expenditure appropriation in the Non Departmental (D470) Non Departmental Grants Fund (249) Non Recurring Non Project (NRNP) in the line “Unreserved Contingency” (4711) in the amount of $1,383,047. e) Increase the expenditure appropriation in the Non Departmental (D470) General Fund (100) Desktop Laptop Replacement (DLRP) by $1,383,047 from $0 to $1,383,047. Funding exists in the Debt Service Fund to finance this additional expense, but it has been determined not to finance these purchases. The approval of this action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. (C-41-18-005-M-00)
