30. TREASURER’S BUDGET APPROPRIATION FOR CLASS ACTION LAWSUIT In accordance with A.R.S. § 42-17106(B), request consideration and approval for the following adjustments to the Treasurer’s Office FY 2024 budget for the Qasimyar class action lawsuit. 1. Increase the Treasurer (D430) General Fund (100) Qasimyar Implementation (QMYR) expenditure appropriation by $5,523,486. 2. Decrease the Non-Departmental (D470) General Fund (100) Non Recurring (NRNP) Contingency (4711) expenditure appropriation by $5,523,486. These actions will have a County-wide net impact of zero, and they do not alter the budget constraining the expenditures of local revenue duly adopted by the Board pursuant to A.R.S. § 42-17105. It is anticipated that the Tax Court will issue their final judgment in December 2023 in which the budget request will be used to fulfil the Treasurer’s Office compliance requirements. The Budget request includes temporary staff, overtime pay, special work assignment, postage, etc., and is estimated to take between 23-41 months depending upon the requirements of the final judgment. The volume of resolutions to be processed is approximately one million, or fifty-times our normal processing of resolutions within one-year. Approval of the budget appropriation in November 2023 will allow the Treasurer’s Office to hire and train temporary staff during December 2023 so that the internal processes can be established for resolution processing.
