CPA2013009 – MESQUITE SOLAR WEST Supervisor District: 4 Owner / Applicant: SEP II, LLC Request: Modification of Condition “b” of CPA200910, a Comprehensive Plan Amendment (CPA) changing the land use designation from Rural (0-1 d.u./ac.) to Industrial and Dedicated Open Space for a photovoltaic solar electric generating facility. CPA case approval is by Resolution. Site Location: South of Elliot Rd, extending from the 411th Ave. alignment to the 427th Ave. alignment in the Arlington Valley area Site Size: Approx. 1,280 acres Commission Recommendation: Approve per staff recommended conditions ‘a’ and ‘b’ as follows: a. Stipulation “b” of CPA200910 shall read as follows: “If a Special Use Permit to allow a solar energy generation facility has not been approved by the Board of Supervisors by December 16, 2015, this comprehensive plan amendment shall be scheduled for public hearing by the Maricopa County Board of Supervisors, upon recommendation by the Maricopa County Planning and Zoning Commission, to consider reverting the ‘Dedicated Open Space’ and ‘Industrial’ designations back to the previous ‘Rural Residential’ designation. Further, should these designations be reverted, any other entitlement changes approved as part of this project shall also be considered for reversion by the Board of Supervisors to the previous entitlements.” b.
