59. INCREASE EXPENDITURE BUDGET FOR FY2015-2016 In accordance with A.R.S. §42-17106(B), approve the transfer of Operating expenditure authority between the Non Departmental Grants Fund and the Planning and Development Fund. This action will require an expenditure appropriation adjustment decreasing the FY 2016 Non Departmental (470) Non Departmental Grants Fund (249) Operating (0000) by an amount not to exceed $600,000 and increasing the FY 2016 Planning and Development Fund (226) Operating (0000) by an amount not to exceed $600,000. These adjustments will result in a countywide net impact of zero. The reason for the requested increase in expenditures is due primarily to the increase in outside plan review consultants that were and are needed for the ongoing major solar project known as Mesquite Solar in the West Valley.
