26. IGA WITH THE ARIZONA DEPARTMENT OF ADMINISTRATION FOR PAYMENT FOR SUPERIOR COURT JUDGES’ BENEFITS Approve an Intergovernmental Agreement (IGA) between Arizona Department of Administration and Maricopa County through the Workforce Management and Development Department, in the not-to-exceed amount of $800,000. The purpose of this Intergovernmental Agreement is for payment for Superior Court Judges' benefits. This Intergovernmental Agreement is effective from May 26, 2010 until June 30, 2011. A.R.S. § 12-128 has been amended, effective FY 2011, to provide that in counties with a population exceeding two million persons, the County shall pay one hundred percent of the Judges’ annual salaries. The Judges will continue to be State employees. Previously, Superior Court Judges have been paid one-half by the State and one-half by the County. As State employees, Superior Court Judges have been allowed to participate in either the State's or the County's benefit programs. The purpose of this agreement is to facilitate access to State benefits for Superior Court Judges in Maricopa County. Under this agreement, the Maricopa County Department of Workforce Management and Development will implement through the County payroll system withholding and transfer of any amounts required for Judges to participate in State benefits, including any employer-paid premiums.
