A-6. CREATION OF NEW CIVIL SERVICES DIVISION Pursuant to A.R.S. §42-17106B, transfer FY 2010-11 expenditure appropriations as follows: • $698,369 from Special Litigation (320) General Fund (100) Operating (0000) to County Attorney Civil Division (280) General Fund (100) Operating (0000) • $1,418,648 from General Counsel (330) General Fund (100) Operating (0000) to County Attorney Civil Division (280) General Fund (100) Operating (0000) • $1,728,620 from General Counsel (330) General Fund (100) Operating (0000) to a new subline in Non-Departmental (470) Other Programs (4712) General Fund (100) Operating (0000) entitled “Outside Counsel.” In addition, transfer $575,000 in FY 2010-11 expenditure appropriation from Non-Departmental (470) Unreserved Contingency (4711) General Fund (100) Non-Operating (0001) to a new subline in Non-Departmental (470) Other Programs (4712) General Fund (100) Non-Operating (0001) entitled “Civil Division Transition.” Allow the County Attorney Civil Division to transfer expenditures to this line if their FY 2010-11 spending exceeds budget due to the transition of staff and functions from the Special Litigation and General Counsel departments. Lastly, approve an exemption to the Funded Positions Policy for the County Attorney Civil Division. This exemption is effective immediately and will end on April 15, 2011. This exemption will allow the creation of new positions in the Civil Division for internal recruitment purposes. Once current positions are vacated, they will be eliminated. The purpose of these adjustments is to consolidate the General Counsel and Special Litigation budgets into the County Attorney Civil Division Budget. This action will have a net zero impact on the overall County budget. (C-49-11-051-2-00)
