29. DEVELOPMENT OF THE MARICOPA COUNTY FY 2012-13 PAY FOR PERFORMANCE PLAN Authorize the County Manager to develop a FY 2012-13 Pay for Performance Plan that utilizes the one-time money that was initially budgeted to fund a vacation buy back program, as well as funding from special revenue funds. The final plan will be on a Board agenda at a future date. It is anticipated that the lump-sum payments will appear in paychecks in December of 2012. Departments are directed to ensure that employees who have at least one year of continuous County service as of November 28, 2012, have a current performance evaluation completed within the last year on file in the County’s Employee Records Division as of November 14, 2012. 39. FY 2012-13 PERFORMANCE-BASED PAY PLAN Approve the FY 2012-13 Maricopa County Performance-Based Pay Plan that utilizes the one-time money that was initially budgeted to fund a vacation buy back program approved on the BOS agenda on 9/26/12 (C-49-13-021-6-00) , as well as funding from special revenue funds. In accordance with A.R.S. Section 42-17106(B), transfer expenditure authority in the amount of $10,846,011 with FY 2013 Non Departmental (470) General Fund (100) Non-Recurring/Non-Project (0001) from Contingency (4711) to Other Programs (4712) creating a new line “Performance Incentive Awards”. This action will have a county-wide impact of zero. In accordance with A.R.S. Section 42-17106(B), transfer expenditure authority in the amount of $4,536,315 with FY 2013 Non Departmental (470) Detention Fund (255) Non-Recurring/Non-Project (0001) from Contingency (4711) to Other Programs (4712) creating a new line “Performance Incentive Awards”. This action will have a county-wide impact of zero. Once a determination is made as to the expenditure authority needed for certain special revenue funds, an agenda item will be brought forward for Board approval. (C-49-13-024-6-00)
